    I am not a lawyer and this is not legal advice: Heck I’m not even sure it is accurate! But here is my opinion:

    It could be argued that the answer to this question is that “Setting up Fees” is not a function that can be left *completely* to office idiosyncrasy

    If I am not mistaken, there is a ruling by the board of ethics that says something to the effect that attorneys may not profit from the charging of miscellanious fees – ie: if they charge you for copies, it must be the actual cost. Overhead fees may not be revenue centers.

    That said, some law firms include more overhead into the “pass-through” price for a 1 page copy job. They may assume some soft costs – ie: the secretaries time, the electricity, and the cost of the computer system put into place to track the number of copies made to a client billing number (for systems like this see “Equitrac”).
