Insurance companies usually have their own lawyers to negotiate with other insurance companies. In extreme cases, where an accident is very serious and their own staff can’t handle it, they may retain an outside law firm, but that is very rare.

The process that occurs is called SUBROGATION where attorneys confer regarding the culpability of each party. This is why it’s extremely important to have a police report since it is an objective third party report of the incident.

The insures got there own lawyers.

First of all the police department will determine who is at fault on the scene. Someone will usually recieve a ticket.

Insurance companies DO have their own lawyers, however, those lawyers are pretty much reserved for lawsuits, injuries, death, etc. If it is a non-injury accident, then the adjusters negotiate a settlement with the parties involved. If only one driver is at fault, then that insurance company will pay for everything that is owed. If both parties are found to be partially at fault, then it would be negotiated by the adjusters from each company according to the laws for that particular state. But to answer your question, the lawyers do not get involved without some sort of lawsuit, injury or death.
Also, the attorneys do not subrogate a non injury claim for the insurance companies, the adjusters do.

The vast majority of claims are resolved with out lawyers involved.
If there is a dispute in liability – most major insurance companies are members of Arbitration Forums. The companies can file for arbitration and the decision is binding. This is much much faster and cheaper than involving attorneys.
