Whats the difference between administrative enforcement and administrative lawyers?


Who would I contact if child protective servies is breaking a law that says if a child is in imminent harm they have to take steps to ensure the childs saftey.
Do administrative enforcement agencys have the ability to use discretion if a law is being broken and their is proof of it or are they obligated to enforce action?
Who should I contact in the nashville tn area?
Do I need standing in this matter?

    You do not need standing to make a complaint. But you do need standing to make the determination of “imminent harm.” That’s not your determination to make.
